I'm a bit concerned about his total lack of defense against ranged enemies, but I'm not sure how I should fix that. Suggestions?

I love PM. You could just give him LSDefense instead of Block if you're concerne about ranged Defense.

Nice! You captured his political skills very well, his Second part of his CE only helps the New Republic (or GAG troopers) Affinity for Moffs gives the New Republic and Sith Activation control, (via Moffs Tarkin and Veed Respectively) Super Stealth (via Moff Nyna Calixte) and Bribery. (via Moff Disra though his CE won't help much) But no Imperial Governor Tarkin for Commanders to gain Extra attack? :""( Great Caedus 10 and I would totally vote for this guy to be in the next V-set

CE should read "Characters in your squad (including this character) ignore Diplomat when choosing targets." Otherwise looks like a nice deceitful Caedus.
