For 150 I think he needs more than double, 140 HP, 21 DF, and 13 AT... repulse 5 is decent but not that great, and both that and shatterpoint replace turn. So... try like 170ish-23ish-18ish and then quad or triple twin or something. Otherwise WAAAAAAY overcosted.

I think it would be sweet if you made this piece cost 110 and gave him some ability that states: Force powers on this character replace attacks instead. That way you do not have to waste so much in trying to use Shatterpoint. You can move up to 6 away and use it, or use it and than move 6 to be adjacent and ready for next round.

I agree with jen'ari, Shatterpoint just takes too long to use.
