The reason Revan has Vaapad is because I believe him to be strong in Form 7 combat, Juyo, the Jedi counterpart being Vaapad. However, since the game has no Juyo Style officially, they simply use Vaapad instead. This is seen in Darth Maul Sith Apprentice he is a Juyo user, however is just given Vaapad.
