About as straightforward as you can get. Many CEs are for faction specific troopers/soldiers (or specifically NAMED soldiers/troopers - IE Stromtrooper, ARC Trooper, etc.), but some are just for generic trooper/soldiers. These can fill in the ranks to benefit from those CEs, most likely brought in as a reinforcement/reserve.
