Replaces attacks: Adjacent living target takes 20 damage and is throttled. Each time the throttled character activates, it must attempt a save of 11. On a failure, that character takes 20 damage and cannot move or attack this round. On a success, or if this character is no longer adjacent, that character is no longer throttled.)
