My first thought when I see her is the gungan kaduu, he has I think 2 feathers on his back that you could cut down and glue on her back. Though my suggestion would be use green stuff.

Jak has feathers on his Vergere. Don't know how he attached them, but he cut them down after they were attached.

Hmm... feathers...
maybe small natural bird feathers?
ah, more practically mage night minis had heaps of bird like minis.
You could also look for different kinds of ribbed cheap plastic lids (espescially china town soya sauce lids).
I found some with feathers and some with scales, and they were small and made of durable plastic.

Greenstuff would be the quickest and easiest way though. Just a small blob, and using a wet toothpick or pin you stretch the greenstuff out.
Next solution would be to paint the feathers on, and distort the model so that its a forced perspective of feathers...

Thanks for the suggestions. I should have said "plumes" vs "feathers" but I will try out the stretching green stuff method.

For feathers or hair/fur, I recommend using Green/Grey Stuff, and etching in the designs or textures that you want. For large areas of fur, such as a coat, place several layers of green stuff, and as you make the texture, blend the edges of the blobs together. For example, if putting a fur cape on a character, you might put a piece from the shoulders to the mid-abdomen, and a piece from there to a little below the waist. Then blend the edges together while etching the "hair."

A friend tipped me off to using baking paper over wet paper towel as a palette to keep paint wet longer. It's amazing for mixing colours and saves on paint and time. There's a great guide to making one here.

Mine ended up looking like this

and that's all I neded to mix for 8 customs.
