Hmm only thing I'm not sure about is orders. You are making three brand new abilities already so why not just simply and give him a CE, he definitely qualifies as a commander. Ki-Adi's CE is not a bad place to start, or the Chiss commander

He wasn't really a follower, so changing Orders to a CE is fitting, but he was quite cowardly in that he'd take orders for his own survival so if you want him to be a follower just give him Willing to Serve.

I understand (and like) the rationale behind Rations, but I'm not sure about Junk Boss, and Orders ... does he have That big a gang?

The only research I have done this far is memory and wookeepedia. He will have to be changed. Closer to a 16 point piece

I think it's a lot better now and I like that it only hits non-uniques
