Only usable while your squad contains only Fringe characters or characters with Independent Outfit. After setup, choose 2 of the following: Bounty Hunters, Assassins, Smugglers, Pirates or Mercenarys. The chosen type of non-unique allies gain Enforcer 10 (This character gets +10 Damage while an ally at full health whose name contains Crime is within 6 squares)for the rest of the skirmish.
