Units without Flight cannot move more than 8 squares per turn. When targeting enemies, -2 Attack if the enemy is 6-7 squares away, -4 attack if the enemy is 8-12 squares away; enemies further than 12 squares cannot be targeted. Defense from cover is doubled.
