Do these special abilities stack?
( Ranged Defense Expert +2 ) + ( Ranged Defense Expert +4 ) = +6 to save rolls?

No. They are different levels of the same ability. Also, the current floor rules state that you may only apply 1 bonus or negative to a save roll.

That's similar to how Cunning Attack +10 and Cunning Attack +20 don't combine to provide a +30 bonus.

Is it the same thing if you get +4 to your initiative roll from a Commander Effect, and the special ability "Tactician +4"? These do no stack either? Or do they, giving you +8, to your initiative roll?

They would stack with each other because they are from different sources.
Here are some rules of thumb to follow: If two abilities have the same name (ignoring numbers), they will not stack with each other. If two commander effects directly affect the same statistic (e.g. Defense, Attack, Damage, initiative), they will not stack with each other.
There are some exceptions like Rapport to keep in mind, as it can stack with itself as long as they are different versions. Pretty much everything else is cumulative. However, as Randy says above the floor rules have introduced an alteration to the normal rules with save modifiers so that only one negative and one positive modifier can apply at a time.
