I believe the mod linked below is version 11.2, released in the Spring of 2013.
That would be the latest if I'm not mistaken.

When I download the file, it comes up as an .rar file. What's up with that?

.rar is a compressed archive file format similar to .zip


You'll need to extract the contents first.


If you don't already have a utility that can read it: http://www.7-zip.org/ is but one possible choice
