How can Mae use force push 4? Is there a character in a different set that gives her the points or am I just missing somthing?

Sidious Hologram, Exar Ghost, Nadd Ghost among others. You have to build in the Force Renewal though.

Or pair her with her sister Verosha Aniseya, Failed Padawan. She has Force Renewal 1 and Verosha has the Force dyad SA, so they share their force powers with each other.
