Does this mean you can relay that effect even after she ended or before she ended her turn and used it? So if you have 2 mouse droids and her can you use that commander effect 3 times?

It just means that her commander effect (when she ends her turn) can affect either a character within 6 of her *or* a character within 6 of one allied mouse droid.
