            You can, but very rarely. You get Cunning whenever you attack an unactivated enemy, and it is rare that you will be attacked by someone who hasn't activated yet. It's possible, but not common.

            It would work when attacked by a character who hasn't activated, such as Pawn of the Dark Side, I believe. Or someone using a Bothan Noble-like CE attack that hasn't activated yet.

            There are some occasions where someone can make an "immediate attack" where they haven't yet activated (Princess Leia, Bothan Noble, T-Series Droid, etc). So you make use of a Melee character who hasn't activated and take your attack, Luke RC would get Cunning if he makes his Djem So. Or someone with Aing-Ti Flow-Walking would cause a Cunning Djem So since the character is taking a turn but not activating.
 Here's another situation where you are using Luke RC and you purposely move to get an AoO on an unactivated character with Melee Attack. You take the damage and get to take an AoO on that character's attack, thus you can get Cunning off.

            In a case where you attack a character, who has not activated, and THEY Riposte or Djem So or Counterattack you, and you Djem So back at 'em, I think Cunning would apply.
