can a figure with move 0 switch position with another figure using a commander effect?

Yes, however the only speed 0 peice we currently have is a droid, and thus unable to be affected by a commander effect.

A Speed 0 character can be relocated, unlike a character with Emplacement.

Sithborg is correct. But a speed 0 character cannot get aboard a desert skiff, rebel troop cart, or any other transport.

Jester007 There are ways for a character with Speed 0 to move on its own. Just not real effective ones.

and besides K-3P0 only gives it to non-uniques
hmmmm you could always light tutor him so he could move 2 squares :)

Yeah, i was confusing speed 0 with emplacement.... whooops.. Ok, so my emperor on throne idea is a bust.
