Doesn't Holo Sideous allow you to bring in order 66 characters into sith squads because of an update from WotC that says he counts at Palpatine? Because it wont let me do so

The only reason Emperor Palpatine, Sith Lord brings Order 66 characters into his squad is because of his Commander Effect. It doesn't matter who a character counts as. HoloSid doesn't have a commander effect or Affinity ability that allows Order 66 characters to be in the same squad with him.

I thought that that was what Order 66 meant, ok sorry for the misunderstanding
