Question on Garm in the Rebellion Options

I was making a rebel squad with Garm and the squadbuilder claims it is legal to bring in an ossus guardian and the antarian rangers with his reinforcements. I thought this was illegal, just looking for some clarification.

no, nickname has said that the only way that Garm can bring them in is only in a NR squad, they are not counted as being rebel, or NR until they are in a NR squad.
