interesting so the dude that gives +1 +1 for each shamed one will have a range of 5 so I wonder, for 3 points each how high can I get this guys defense lol

The rest is a conditional clause, not a range. The CE only applies to SAs that affect something else within a specified range. It does not work on bog-standard Synergy (where the character with it gets the bonus) It does work if the character is giving some other character a bonus (which I refer to as "reverse" Synergy).
