I'm sure there is something I am missing... But General Skywalkers CE reads

A follower who ENDS their movement within 6 squares gains Momentum.

So wouldn't that mean Yo-Buck would not get momentum until his last attack when he ended his movement?

I guess I'm just thinking while he is galloping he is moving, so he is not ending his movement... But once he does, he would. But I know for a fact Every time I have played it, or played against it, he has had Momentum the whole time. So was just wondering what the exact ruling and clarification on it is

You are thinking correctly, he doesn't get momentum until he ends his movement, so he would get it on the last attack of the gallop assuming he is ending adjacent to someone, and on any regular attacks he makes at the end of the gallop. Unfortunately it sounds like you have played some games where it was played incorrectly.

Probably going to get ninja'd, but I believe the way it works is:

Gallop 20 squares - attack each adjacent enemy once, no momentum
Gallop 10 squares (speed) and make an attack - attack each enemy once, no momentum, but attack LAST enemy a second time (via regular attack), WITH momentum.

So you're correct.

With Master Speed Yobuck can move speed 16 squares and get his Gallop(+22atk for 30dmg) and his normal attack(+18atk for 30dmg). This is assuming you declare your movement to be ending and momentum from General Skywalker kicks in.

This is basically right, but I think it should be worded as:
He doesn't get momentum until he ends his movement, so he would get it on the last attacks of the gallop once he stops moving, and on the regular attack he makes at the end of the gallop, if he's eligible for it.
