A person with an ability that ignores cover shoots an enemy with cloaked, does that attack go through?

If they use the ability that ignores cover Yes. If they are just shooting like normal No. Cloaked while they have cover can not be targeted. If you have an ability to ignore cover... Then the cloaked characters does not have cover.
