With splash:
On a successful attack, the target takes full damage like a normal attack. This includes having roll SAs/Force Powers that negate damage. All adjacent characters have to roll saves vs Splash
On a failed attack, the target and all adjacent characters make saves vs Splash.

Edit: Take in account for Damage negation SAs/Force Powers

Splash:
If this character’s Attack hits, the target takes the attack’s Damage as normal and all characters adjacent to the target take 10 points of damage from Splash (enemies and allies alike). If the attack misses, the target and all adjacent characters take only 10 points of Splash damage. In either case, a character can avoid the Splash damage with a save of 11. Special abilities and Force powers that redirect damage don't work against Splash (although if the original attack hits, the target can attempt to redirect that attack's damage).

Evade: Whenever this character is hit by an Attack from a nonadjacent enemy, it can avoid the Damage with a save of 11.

So, no, you would not have to roll for splash, because the wording for splash is when it hits, they take damage and everyone around takes splash damage. Evade says when HIT this character takes no damage with a save of 11, so if you evade the original attack, you were still hit, but you didn't take any damage. Hope this helps!
