Can't seem to find the answer to this question my friend had on the Wizo's site so I'll ask it here.

If there is a character in cover and a character out in the open and the attacker is closest to the cover character, who is a legal target?

Example: A is the character attacking, B is target in a straight line no cover, and C has cover. X's are just for spacing

XXXCX
XAXXX


Are both B and C considered legal targets? Or is it just one or the other. Thanks all!!

The Legal target line says:

An enemy must be a legal target for an Attack, special ability, or Force power. The acting character must have line of sight to it. An enemy with cover is not a legal target unless it is the nearest. If one or more enemies are adjacent to the character, only those enemies are legal targets.

So in this instance, Both B & c are legal targets. However if B had cover and C didn't than B would not be a legal target and c would be. Hope this helps!

I've found this rule can be dumbed down to 'You can attack the nearest enemy and any enemy without cover'. If an enemy has cover and is not the nearest, you can't shoot them.
