Interesting. Dodonna's CE has: You can choose to activate only 1 character in each phase. Wonder why Ozzel's CE is not optional.

just like grand moff tarkin , "can activate up to three characters".
all wizards is doing is opening the playing field with activations.

meaning that you will out activate your opponent, most of the time.
