With Supreme Chancellor Palpatine (synergy) and General Kenobi (Commander effect), does Anakin get a bonus of +8 to attack and +8 to defense?

Yes, he does. The only cases in which stat bonuses don't stack is two (or more) commander effects giving a direct bonus, or abilities with the same name. Bonuses from abilities like Synergy and commander effects do stack with each other.
