If a diplomat walks by an enemy character but another legal target is in sight of that enemy, can the enemy make an attack of opportunity?

Definition of Diplomat:
If an attacker has line of sight to any enemies without Diplomat, this character is not a legal target and does not count as the nearest enemy, even if adjacent

That's the card text. The glossary further adds that a Diplomat cannot be attacked when it kicks in:

Quote:
If an enemy without Diplomat is in line of sight of the acting character, that character cannot target or attack an enemy with Diplomat, even one that is adjacent. If an enemy without Diplomat is in line of sight and the only adjacent enemy has Diplomat, no legal target is available.

To answer the OP's question, an attack of opportunity does not follow the targeting rules so you can attack an enemy with an AoO even if it is not a legal target. However, you still can't attack a Diplomat because of the additional restriction that you cannot attack it. In order to attack a Diplomat you have to get around both the no-attack rule and no-targeting rule. AoO's get around the no-targeting rule but not the no-attacking rule.

Some ways to actually damage a Diplomat:
* No line of sight to any other enemy = Diplomat has no effect.
* Use an ability like Overwhelming Force to get past the "no attacks" rule in conjunction with an ability Lightsaber Sweep, which generates non-targeted attacks. Lord Vader is a character that can do this.
* Use an ability like Overwhelming Force on an attack of opportunity.
* Use a character with Political Operative or Indiscriminate, which get around Diplomat all by themselves
* Damage them with Grenades (or similar ability) while adjacent to an enemy you can target
* Use Force Repulse or another ability that damage characters "within x squares"

And to quote the other relevant rule, here is the glossary entry for an attack of opportunity:

Quote:
A single, immediate attack against an adjacent enemy who moves. If an enemy moves out of a square adjacent to a character, that character can make an attack of opportunity against that enemy. Attacks of opportunity do not use the targeting rules. A character can’t use a special ability or Force power that replaces attacks instead of an attack of opportunity.
