Can she use it by herself, or only with an adjacent Nightsister Hunter?

I'm curious too. Would it need to say "and up to 1 adjacent Nightsister Hunter ally" in order to use without an adj sister?

Firm ruling: Yes, you need an adjacent Nightsister Hunter ally to use it.

Does an answer like this make it anywhere else? We have a firm ruling, but do we have any way to recall it when we need it?
