Mercenary.
Mercenary says you cannot move if you can make an attack from your starting position.
Savage says you have to end your move adjacent to an enemy if you can. If you can't move (Mercenary), then Savage has no effect.

I expected that but then kept counter arguing the opposite against myself, that you can't make an attack to trigger merc if you're Savage because you have to move if you can.

The attack doesn't trigger Mercenary. The Mercenary movement restriction is on whether he attacks or not. The Mercenary doesn't even have to attack - it just can't move if it has a legal target to attack.
The basic principle at work here is that negation takes precedence. Mercenary negates the ability to move. Savage doesn't negate the ability to attack - it just says that you have to end your move adjacent to an enemy if you can - which a Mercenary can't due to the movement restriction. By implication, if a Savage character has to move double speed to reach the enemy they can't attack unless they have another ability that will let them attack while moving double speed. But Savage itself doesn't prevent attacks.
