Mandalore the Ultimate Options

Can someone please explain to me how Mandalore the Ultimate's Mandalorian Constription works. Can a squad with him include characters from any faction (i.e. after they join him, they are all conscripts of the Mandalorian force) or can he only use that ability with squads that can normally be played with Mandalorians, the Sith and Fringe? I have heard that it is the latter, but, honestly, reading the card, I still don't understand why.

You must still follow all faction building rules when using Mandalore the Ultimate.

The reason why is that the ability Mandalorian Conscription does not go into effect during squad construction, but instead the moment Mandalore is fielded.

this is what i do.....
i take Ulic Qel Droma (his CE calls for Mandalorians), HoloSid (FR 1), and a buttload of Mandalorians, including Mandalore the Ultimate, so i can give them all conscription.
it is a sith squad, cuz the mandos are only add ons, but with Mandalore, they all become Mandos. Ulic Qel Droma and charging fire = Scared

Can Ulic use his Master Speed with charging fire (which says 'instead of taking it's normal turn')?
