"If a Hutt Cartel ally doesn't move on its turn, a Medium or smaller Hutt Cartel ally adjacent to it can move up to its speed."


OK - so the sticky part is "if a Hutt Cartel Ally doesn't move on it's turn"

So do you have to declare that a piece is not moving at the beginning of their turn a la Careful Shot or Deadeye to get the effect, or does it happen at the end of their turn after they have not moved?

It's a zero-time effect like Jedi Mind Trick, but you have to declare no movement (like Deadeye or Careful Shot) in order to use it.

Note that it restricts all movement for the character giving up its movement, just like Deadeye does. The character gives up not just its regular move but any bonus moves, too (i.e. no Agile or any other bonus moves).

OK, so you can do it at any point on that character's turn (assuming it hasn't moved yet)?

I knew it had to be declared (like deadeye or careful shot), but I didn't realize it was zero time. Man that is strong
