Caamasi Nobles and Combined Fire Options

Can Caamasi Nobles normally combine fire with other guys that can shoot(ie: Rebel Trooper)?

Or is that only if the Caamasi gains a Dmg Value(like through Thrawn's CE that gives everyone Opportunist)?

Also, the glossary just simply states:

combined fire

Characters can help an allied character who is attacking. When a character attacks on its turn, other allied characters with line of sight to the target of that character's attack can activate immediately to combine fire. Each character who activates grants a +4 bonus to Attack.

They are only able to combine fire or benefit from combined fire if they get a Damage rating. Keep in mind, just granthing the Cunning or Opportunist does not allow them to combine fire, as they only get the damage bonus when they are attacking, you need a piece like the Stormtrooper Commander to give a straight up Dam bonus that does not require them to be attacking.

While it is very rare to do, there are a few ways to give a damage bonus that doesn't require attacking, thus allowing a piece to combine fire.
