Can it be extended with Booming Voice? I'm pretty sure about the answer, but I can never remember if this counts as a CONDITION (like GOWK, where the condition is ending the turn within 6), or if it's just a range thing like most CEs.

it's just a range, ending their move is the condition. Booming Voice makes it unlimited. (with GOWK the condition is just having an ally within 6.)
