Preface: Small group that does not play with "V" Sets. Mandalore the Ultimate has - Mandalorian Conscription.
In a standard Squad build I would not be able to mix Republic Faction troops with Mandalorian Faction troops. So my *rules lawyer* question is using Mandalorian Conscription would I be able to in fact use basically any faction with Mandalore the Ultimate by every other faction type being considered Mandalorians for the rest of the skirmish. OR does that rule only apply after the squad is legally made for the purposes of Commander Effects? \

The squad has to already be legal. It basically treats your Fringe characters as if they were Mandos for purposes of Commander Effects.

The squad still has to be faction legal. The ability applies to Fringe characters and characters that can legally be in the squad but whose faction would not otherwise change (like those brought in by a CE).
