If someone is hit by an attack from a unit that has Double attack, and that unit is pushed back 1 square from Counterpush, does this mean the unit in question is now considered to have moved and thus cannot make it's second attack with Double Attack?

No. Movement has a very specific meaning in the game. It usually means intentional position changes during the movement phase. Being pushed by another character is almost never movement.
