If a character with [Rolling Cleave] and [Splash 20] killed a bystander via the Splash, would that count for Rolling Cleave?

No. To qualify for Cleave/Rolling Cleave, the death must have been the result of an attack. Splash is a separate ability.

But I reckon the Splash WAS a result of the attack. It would not have triggered if the attack had not been made, and the effect of splash changes if the attack hits or misses.

Splash damage is not damage from an attack. We know this is true because you can bodyguard damage from an attack while you cannot bodyguard splash damage.
