Can droids that do ZERO dmg on their card, such as a mouse droid or any of the Fringe astromech droids, Buzz droid, Pit Droid, TC-70 Protocol Droid, etc., benefit from GGDC, BDO, BDS, and the Geonosian Overseer, to be double twinning at +8 attack and +10 dmg, for a possible 40 dmg after shooting 4 times?

Nope. I don't know if it's in the glossary or what, but WOTC had ruled that those effects only apply to droids "with a damage value greater than zero." Which is why newer pieces all have that language.
