Does the restriction of Rival (this case, 43-point Jorus) being in a squad with a higher cost character with the force, occur when the squad is built and placed on the board, or after any before skirmish things are assigned?

A: Squadbuilding is what you do when you decide which characters to put in your squad. There are
several abilities that affect squadbuilding (e.g. Unique, Rival, Rapport, Affinity). . . Abilities that affect squadbuilding also affect deferred squadbuilding.

I'm assuming the scenario is something like this: I have Jorus, The Dark Woman and Boba AFH in my squad- perfectly legal so far. Can Dark Woman choose Boba AFH with Light Tutor, giving him a Force rating, even though Jorus has Rival for characters with a higher cost and a Force rating?
The answer is yes. As Bryan wrote, Rival affects which characters you can voluntarily add to the squad. It doesn't affect what you can do with characters already legally added to the squad. Conversely, you can't add a character excluded by Rival and then give them an ability that allows them to be in the squad; they have to be legal before being added.
