Just Spit balling here but what about a quick comment feature. Like having common pre-write comments, like: "needs door control", "replace [figure] with [figure]", to much CE's, "good squad" etc.
Also sometime I would like see if the person made any changes to their squads without having to revisit the squad, could their be a way for the user to buzz the commenter. Maybe an auto inbox pm type thing.

Couple of interesting ideas. I always just leave a comment if I think the squad can be improved. Helps the creator to know that someone actually takes time to look over and think about their squad idea.
The second part of your post has been brought up before but I do not know where it stands.
