I've never seen it either, and I'm also of the opinion that it shouldn't be allowed. They should have to PM a mod, and only the mod should have that option (which should rarely, or perhaps never be used).

Oooh. I don't agree with that option at all. That could really be used in a negative way.

Agree. If deleting the first post indeed takes out the entire thread, I view this as a bug in the programming. I doubt Shinja intended it to work that way.
