So heres the question when a character targets a piece adjacent to another and is missed and then uses veers commander effect will this make an attack of opportunity against this character?

We won't get an official answer till the sets release, but my best guess would be yes.

I doubt we will know the answer until the rules insert and mini-faq are released.

I'd actually guess NO to AoO as you can say Veers is the one allowing the movement unless the miss happen to the acting character. To put it another way if the acting creature is missed I'd guess it could draw an AoO although that is likely what triggered the miss to begin with so no second AoO but if a figure is missed when it is not acting it will not draw an AoO.

This is not so different than the Rolling Cleave/Strafe Attack interaction we have. That is allowed. An AoA is still an attack, and I would assume the CE would resolve before movement is resolved.
