            I am having trouble to decide who is the legal target in this Situation
  I have a Rodian Black Sun Vigo a Diplomat and a X-1 Viper Droid.
  The Diplomat is in front of the X-1 and the RSBV is behind the X-1. Who is the legal target? If you have line of sight to the X-1 then you are not able to shoot the Diplomat but are you able to target the X-1 Viper droid or do you have to target the Diplomat because the RBSV is forcing you too.
  I hope this makes sense.

            The X1 is legal - it's a droid and not subject to commander effects.

            But, let's say you replace it with an AT-ST, then I'm pretty sure that the AT-ST would be legal - the Diplomat doesn't count as the nearest, so the AT-ST would be the nearest, even against Accurate Shot (which is what the RBSV affects).  
  Also, remember that the RBSV's CE doesn't affect itself - it can still be targeted by Accurate Shot.
