When someone wants a Promo character, what do they mean?

What is a custom? A totally redone character, or a repaint?

1) A promo piece is a mini that was not released as part of a set, but as part of a promotion. Early promos had a blank base while newer ones have a promo logo in place of the set logo and no set number. Some promos are also painted differently (For example the promo Massassi Sith Mutant is blue and the promo Yuuzhan Vong Warrior has crimson armor). Promos do not come with specialized cards, just a copy of the piece they are a promo version of.

2) Both. It can also just be a restatted character.
