when useing lightsaber reflect who makes the save of 11?

Both. The character using Reflect makes a save to see if the reflect was successful, and if the first save succeeds, then the attacker makes a save to see if it receives the listed damage.

Not necessarily. Some character's do a fixed amount. You have to read the card for the specific character.
