So, question, how does salacious crumb's special ability distraction work? does it mean that characters adjacent to him can not receive the benefits from commanders or does it only work against commanders?

According to the Glossary text for DotF, the full definition of Distraction is:
Enemy commander effects have no effect on enemy characters adjacent to this character. An adjacent enemy commander has its commander effects suppressed. (It still counts as a commander.)
So it works on both enemy followers as well as commanders.

On the main page of SWMGamers (main main page, not the forum page). It's on the toolbar under Gamers Downloads, the bottom of the list, Destiny of the Force, and then you have the cards, set list, and glossary text.
