Darth Sidious grants ALL CHARACTERS within 6 squares force renewal 1.
Does this mean characters w/o force renewal to begin with now have Force Renewal if they are within 6?

Yes, they get Force Renewal and thus accumulate FP.
One thing to note though, is that characters without a force rating are still not considered to have one if they get force via Sidious's CE, so abilities like Jedi Hunter would not apply to them.

Any ally normally subject to CEs. (so Droids and Savages are out...normally)

But a "normal" non droid figure could get force points use it to reroll an attack or move an extra 2 spaces?

MAINEiac Droid and/or Savage characters do not benefit from Sidious's Hologram CE since the characters are not "subject" to it. Any character from your squad and/or team-mate can benefit from Sidious CE because it applies to "Allies." Unless if you have a character that has Empathy ability to override a character with savage, only then can it be granted "Force points" from Sid Holo. Droids follow strictly not to benefit from any CE... unless noted: "Droids are subject to this effect"..... hope it answers your question
