The Rakghoul says it doesn't benefit from Commander Effects, but would this work with the Rakghoul?

Commander Effect:
"At the end of this character's turn, 2 allies within 6 squares of this character who are the same size may switch positions."

No. Unless otherwise noted on the CE, a Savage character is not affected by CEs whatsoever.

Use a character with Empathy and the Savages will then be able to be affected by CEs...unless they are outside of the 6sqrs from the Empathy character.
