why not Vader/ THrone Options

Why can't vader (from the starter set) use Palp's Throne force points? SOmewhere I read that he can't, but I am not sure why. He's not a commander. And he does have Force.
Can someone please explain why he cant.... or can he and I have it/ read it wrong.

There is no reason why he cannot. Palps CE states that "characters" in your squad can spend his FPs. This includes commanders.

The only thing he can't do is split the cost of the force power. One of the two characters must pay the full cost.
