Veers, Hologram isn't subject to CEs.

1. Can I bring in Veers, Hologram with Pellaeon's CE?
2. If Veers, Hologram starts out in the squad, can I remove him via Pellaeon's CE?

Pellaeon's CE applies to the player, and affects squad building during pregame setup.

So: yes, and yes.
