Poggle the Lesser, although this character is not so much "off the wall" than he is a character that I'm surprised has not been made yet.
FYI - he's the leader of the Geonosians in Episode II.

Malakili's the second most important character in the entire saga (after Skippy the Jedi Droid), and you don't even care enough to know who he is. Have you no sense of decency? ...

Also, I'd love to see a fringe speeder bike or swoop bike that could function kinda like a rebel troop cart for 1 character.
And while they're not really weird characters, I'd like WOTC to at least finish creating minis for the KOTOR 2 party members:
