In an Imperial squad with Palps on throne, are every living character in the squad considered to have a force rating?

No. Commander effects that allow characters to spend force points do not make them considered to have a force rating. This is also true with CEs that grant Force Renewal.
In order for a character without a force rating to become one that has one, they need to be under the effect of an ability/CE that explicitly states it, such as with Light Tutor.
