Could Qui-Gon, FLF do Force Push 4 twice since he has MOTF2 and Tarpals allows for 2 Replaces Attacks instead of one/turn?

No because Qui-Gon is a commander and Tarpals CE says followers.

However, if he were a follower he could. That's part of the fun of Yoda/Yaddle squads.
